From my experience, a “smokey eye” is an eyeshadow look that adds depth to the eye itself or the shape of the eye, but is also extremely well blended, hence making the eye look like it’s smolder or that the colors are “smoking” out of it.

What makes a “smokey” eye? I think of a smokey eye as smokey around the lash line- the opposite of the dark color in the crease, light color on the lid.
